Nwabueze To Jonathan: Be A National Hero, Don’t Contest 2015 Election
ABUJA — Elder statesman and leader of the Patriot, Professor Ben Nwabueze, yesterday reiterated his call on President Goodluck Jonathan not to contest the 2015 presidential election, saying he should concentrate on transforming the country to make it more united and stronger through a conference of ethnic nationalities.
But President Jonathan said his administration had no objection to Nigerians coming together to discuss how they will continue to live together in peace and unity.
Speaking with newsmen after leading members of the Patriot to a meeting with President Jonathan, Professor Nwabueze said though the President was eligible to contest, he should sacrifice ambition for the greater good of the nation and become an instant hero.

He said: “I still believe that the problem of this country is national transformation. You cannot combine national transformation with contesting election.
“The two are so different, because once you get involved in the election campaigns you undermined your authority to lead the nation for national transformation and I said if I were the President of Nigeria that I would restrict myself to serving the nation; to transforming this country; to creating a new Nigeria, creating a new society. that would be my concern and I would go down in history as a hero.
“So if Mr President does that he would become an instant hero in this country, but it is for him to chose. If I were him, I would choose to become a hero, to lead the country into transformation and abandon the ambition of a second term, that is what I said and I still stand by it and that is what I would do if I were the President of the country, but unfortunately, I’m not.
Speaking on the mission of the patriots to the President, Professor Nwabueze said the group was in the Villa to submit its position on the the need for the convening of a conference of ethnic nationalities to tackle the multi-farious problems of the country.
He said: “Briefly, we talked about the transformation of this country, what we said is that this country, the situation in which we have found ourselves today is in dire need of transformation. It’s entire economy, the polity and the society would need to be transformed. We believe that the way to achieve that objective is through a National Conference, a National Conference of ethnic nationalities in this country.

“We have done our own research and we came up with the fact that we have in this country 389 ethnic nationalities. We need to bring these nationalities around a conference table to discuss how we are going to live together as one country in peace, stability and security as one country with the aim of achieving national unity.
Asked how such a conference would be held when there is a National Assembly in place, Professor Nwabueze said the power granted the National Assembly by the constitution is to alter the constitution and not to change it or write a new one.
He said: “It is important that the National Assembly is putting forward that their powers under Sections 8&9 is to alter the constitution. Power to alter is not as important as power to abolish what you are altering and replace it completely, and we said no, this country, we need the people’s constitution whose source of authority derives directly from the people. Forget about the contents, we will talk about the contents later.
“Though important, but they are not as important as the source. Where does this supreme law derives its authorities? It must be directly from the people and that is the position of at least 85 percent of the countries of the world. So we examined this and we said this is a bogey, there is no problem, don’t confine yourselves to Sections 8&9, because the 1999 constitution is a schedule to Decree 24. If you read Section 1(1) of the Decree there are preambles to that Decree and the 1999 constitution that you are talking about is a schedule to Decree 24.
“Repeal the Decree and the constitution will disappear and you enact a brand new constitution which would derive its authorities from the people.
“That was what was done in 1963, when we adopted the Republican Constitution to replace the Independent Constitution. That 1960 Constitution was also a schedule to British Order-In -Council just as the 1999 Constitution is a schedule to the Decree 24. In 1963, we abolished the schedule under Section 2 of the Order-in-Council and made a new constitution called the Republican constitution.”
Other members of the delegation were Professor. Kimse Koko, Chief Ayo Adebanjo and Mrs Bola Kuforiji-Olubi.
Meanwhile, President Jonathan has said his administration had no objection to Nigerians coming together to discuss how they will continue to live together in peace and unity.
The President, who spoke after receiving a memorandum from the Patriots, said ordinarily, the issue of Nigerians coming together to discuss their future should not be out of place.
According to the President, there has been constant discussion within government on how to create an acceptable and workable platform for a national dialogue that will reinforce the ties that bind the country’s many ethnic nationalities and ensure that Nigeria’s immense diversity continues to be a source of strength and greatness.
President Jonathan said: “The limitation we have is that the constitution appears to have given that responsibility to the National Assembly. I have also been discussing the matter with the leadership of the National Assembly. We want a situation where everyone will key into the process and agree on the way forward.”
While thanking the Patriots for acknowledging the Federal Government’s efforts to implement his administration’s agenda for national transformation, President Jonathan reiterated that “as a government, we are totally committed to transforming this country, positive things are being done and by the grace of God, we will get to where we ought to be as a nation.”
President Jonathan also welcomed the group’s call for the moral re-orientation of Nigerians, saying he shared their belief that ongoing efforts at national transformation and development would be greatly enhanced and facilitated by the cultivation of better national ethics and attitudes.
The Patriots had in the address presented to President Jonathan by Professsor Nwabueze, urged him to support the production of a new constitution that truly derives its authority directly from the people of Nigeria.

For those who may be ignorant of history or have made it a hobby to be distorting history. The Patriots gave President Obasanjo exactly the same advice they gave the incumbent on Tuesday 15th October 2002 which was: Convey a SNC and Do not go for a second term. That fact was confirmed by a news report of ThisDay Newspaper dated 17 Sept 2012 under the caption: MONDAY DISCOURSE: THE PATRIOTS: REVIVING THE 'NATIONALISTS'. (Google it please).
Even prof Ben can testify to the good work GEJ's administration is doing with the transformation agenda but i think it is needless of him to tell the president to shun the urge for reelection for 2015 because the President has not yet made it known privately or publicly to want to contest come 2015. For me i believe Mr president is very focus on serving the country even with the numerous distractions around him. Yes the national conference will bring about dialogues amongst the 389 ethnic nationalities to unite and also cause development if and only if we Nigerians are ready for a change. I definitely know GEJ will not be against the national conference but he is also a good and number one citizen of this country, which makes him subject to the constitution, thus the national assembly takes care of the national conference as stipulated in the constitution
We Can Get To Where Other Nations Are If We Do Things Rightly – Jonathan
President Goodluck Jonathan said Thursday in Abuja that African nations must learn to manage their resources better if they wished to overcome poverty and underdevelopment.
Speaking at an audience with Pastor Chuck Pierce of Global Spheres International Church, President Jonathan said that in spite of current challenges, he was confident that African nations will achieve rapid development and progress if their governments and peoples make the right decisions and implement them.
“I believe that we can get to where other nations are if we do things rightly. If we put our acts together, we can take our rightful place in the comity of nations,” the President told the Corinth, Texas-based pastor who is hosting an international conference of his church in Abuja.
Thanking him for his interest in Nigeria and Africa, President Jonathan urged Pastor Pierce to continue to pray for the country and the continent.
Pastor Pierce thanked the President for receiving his delegation which included other church leaders from Nigeria and other African countries.
He told the President that he believed that this was an important time for Nigeria and assured him of the continued prayerful support of his global church.

Perhaps, we should begin by renouncing our vehement hatred for assets declaration and be up-front and declare our assets publicly so we know what we had when we couldn’t afford school shoes and what we have today, with all this power and impunity lying around. How ’bout that, Mr President?
“You also said that poverty and underdevelopment would be drowned in the Limpopo, or flung off the Kilimanjaro, if African leaders learned to manage their resources better. Given that you are an African leader yourself, do you pledge to practise what you preach, lead by example and cut down on the runaway profligacy in Aso Rock and Aso Dome, and what formula do you have to bring your wish to bear?
“Further to your belief about taking ‘our rightful place in the comity of nations’, Mr President, how do you plan to reclaim Nigeria from its odious reputation as a veritable jungle of humanoid creatures, and what plans do you have to rescue it from the rampaging gang of unscrupulous humanzees, a.k.a. the political class, of which a once bare-foot schoolboy like you is now a stupendously affluent plunderer-in-chief?
“How do you plan to take us there, when your wife – the first lazy of the Federal Republic of Nigeria and commanderess-in-chief of the glamorous forces – can’t cure her appetite for Dubai and flotillas of merchant ships? Are you ready to tie her to that kitchen sink over there in Aso Rock or not so the rest of the ‘nation’ can breathe?
“The ‘Transformation Agenda’ is dead as a door nail, Mr President, true or false? If true, shouldn’t we pack it all in and admit that Reuben Abati, who is a fanatical evangelist for it, and Doyin Okupe, who packs a punch resembling a wrecking ball while defending it, lie constantly about it when they preach about it? If false, why do you grimace each time you talk about it?”.

Amaechi Stirs New Controversy Over Acting Chief Judge
A new Acting Chief Judge for Rivers State resumed duty today after being sworn in by Governor Chibuike Rotimi Amaechi.
He is Justice Peter N. C. Agumagu,who was the President of Customary Court of Appeal in the state until his new appointment.
Justice Agumagu was sworn in after the former Chief Judge of the State, Justice Iche Ndu, retired from service.
Justice Agumagu was sworn in during a brief ceremony at the Council Chambers, Government House, Port Harcourt on Tuesday.
Governor Amaechi congratulated the new Acting Chief Judge on his appointment and urged him to discharge his responsibilities.
Amaechi said the new Acting Chief Judge shall hold his office pending when the National Assembly would approve the candidate recommended for appointment as the State Chief Judge by the National Judicial Commission (NJC).
The Governor said: “Let me congratulate you on your appointment. I sat through the week with the Attorney General to review the appointment and we looked at the constitution and the constitution says the most senior Judge of the High Court and we looked at your appointment as a Judge of the High Court and compared it to the rest of the judges in the state and realized that you are the most senior judge of the high court of Rivers State. We therefore took that decision to proceed with the appointment.
“I wish to congratulate you and say to you that you have an enormous assignment in the next three months as we wait for the resumption of the National Assembly and hoping that if they do approve the recommendation of the National Judicial Commission (NJC), we will then proceed with that and we hope that within the three months you are acting, you will discharge your responsibility. Thank you very much and God bless you”.
Justice Daisy W. Okocha was earlier being speculated to fill the position of acting chief judge. Both Agumagu and Justice Daisy Okocha are Ikwerre like the Governor.
A faction of the PDP in the state has however slammed the appointment, saying it was unconstitutional.

Supreme Court Affirms Mimiko’s Election
For Ondo State Governor Olusegun Mimiko, it was fresh victory Thursday as the Supreme Court dismissed the appeals by Chief Oluwarotimi Akeredolu of the Action Congress of Nigeria (ACN) and Chief Olusola Oke of the People’s Democratic Party (PDP) against his electoral victory.
The duo challenged the verdict of the Court of Appeal which upheld the victory of Mimiko in the state governorship elections.
Akeredolu and Oke had argued that Mimiko’s victory at the polls was fraudulently attained by tampering with the voters’ register and through multiple registration.
In its judgment prepared by Justice Walter Onnonghen and read by Justice Sylvester Nguta, the apex court held that Akeredolu and Oke did not prove their cases beyond reasonable doubt.
The court held that the appellants failed to prove that members of the Labour Party (LP) engaged in multiple registration.
In his appeal, Akeredolu had told the court that there was multiple registration by members of the LP that sponsored Mimiko for the election.
When the case was heard last Tuesday, a full panel of the apex court headed by Justice Walter Onnonghen, struck out the name of the second appellant in the first appeal (ACN) for no longer existing having merged with other parties to form All Progressives Congress (APC).
Consequently, after listening to arguments of all parties in the two appeals, the court fixed its verdict for yesterday. Counsel to Mimiko, Wole Olanipekun (SAN) after announcing his appearance, had asked the court to note that the second appellant in the first appeal, ACN, was no longer in existence as it had become part of another party which was not before the court.
Counsel to Akeredolu, Wole Aina, prayed the court not to acknowledge that ACN was no longer in existence since there was no evidence before the court to prove this. But he, on the alternative, moved an application to substitute the name ACN for APC.
Counsel to Labour Party, Yusuf Ali (SAN), submitted that no one of school age would say he was not aware of the death of ACN as being part of APC.
After listening to the submissions of all parties, the court stood the matter down for ruling.
In its ruling, the apex court held that it was the duty of the second appellant to inform the court that the ACN had become part of APC.
“We have carefully gone through the provision of Section 109(2) (g) and 97 of the Electoral Act, 2010 as amended which the second appellant drew our attention to.
“It does not avail the appellant as the section deals with the candidate and not the party as in this instant case.
“We agree with the submission of the INEC counsel that this court lacks jurisdiction to grant the application because doing so will amount to amendment of the appeal.
“The application is hereby refused, consequently, the name of the second appellant is hereby struck out,” he said.
Akeredolu had submitted that the election was invalid as there were many irregularities and gross violation of the election, adding that the conduct of the exercise was not in compliance with the Electoral Act. He prayed the court to order a fresh election.
Opposing the submission, Olanipekun prayed the court to dismiss the appeal on the ground of the court ruling striking out the name of ACN in the case before it.
He argued that the appeal had become an academic exercise, adding that what qualifies a party is the sponsorship of a candidate for a particular election but in the instant case, APC was not in existence when the election was conducted.
Arguing the second appeal, counsel to Olusola Oke, Lateef Fagbemi (SAN), urged the court to order a fresh election in Ondo State.
He premised his argument on the grounds that the voters’ register was not displayed as provided for by the Electoral Act and that over 100,000 names were infused into it.
Also opposing the application, counsel to Mimiko submitted that the lower court did not at anytime agree that names were injected into the voters’ register list and that the issue was a pre-election matter.
The Chief Justice of Nigeria (CJN), Justice Mariam Aloma Mukhtar, had cut short the vacation of the court for the first time in 50 years all in a bid to beat the 60 days’ deadline provided for the hearing of appeals from the Court of Appeal to the Supreme Court.
The court had earlier fixed September 24 to commence hearing in the appeals but following protests from some quarters that the date would be outside the mandatory 60 days to determine the election petition appeals, the CJN adjusted the hearing date to Tuesday

Academic Qualifications and Membership of Professional Bodies:-
A candidate must possess at least a Bachelor’s Degree in Printing Technology, Graphic Arts or Engineering from a recognized University; Member, Chartered Institute of Professional Printers of Nigeria (CIPPON); Member, National Institute of Printing (NIP).

In addition to above, candidate must have not less than 22 years of post qualification cognate experience and not more than 50 years of age.
(ii) Deputy Government Printer, GL. 16

In addition to above, candidate must have not less than 18 years post qualification cognate experience and not more than 46 years of age.
(iii) Assistant Government Printer, GL. 15
Requirements
In addition to above, candidate must have not less than 15 years post qualification cognate experience and not more than 42 years of age.

Rivers Crisis: Anti-Amaechi lawmakers Shun Panel Of Inquiry

The five lawmakers in the Rivers State House of Assembly, who are opposed to Governor Rotimi Amaechi, on Monday, boycotted the sitting of the Commission of Inquiry probing the crisis in the state.
The panel was established by the state government to look into the cause of the fracas that occurred in the chambers of the State House of Assembly.
During the panel’s sitting, counsel for the Speaker of the House of Assembly, Mr. Ken Asuwete, and others, representing the other 25 members of the state legislature, appealed to the panel to grant them a 24-hour extension for them to prepare their documents.
Chairman of the Commission, Justice Biobele Georgewill, adjourned sitting to Thursday, after granting the counsel 48 hours to put their documents in order.
Justice Georgewill appealed to parties involved in the crisis to submit their memos to the commission and maintained that the panel was only on a fact-finding mission.
He said, “No kobo needs to be paid to file your memo. Just do it with the secretary of the commission. Even if you don’t have a lawyer, the commission has a lawyer for you.
“This commission is for everybody affected by the crisis and anybody, who has one thing or the other to tell us. It is a fact-finding commission. We are not here to imprison anybody.”
One of the five anti-Amaechi lawmakers, Mr. Victor Ihunwo, has however filed a suit in court to stop the commission from carrying out its mission.
Ihunwo, who represents Port Harcourt Constituency III in the House of Assembly, on Monday, approached a Rivers State High Court, asking for an order to restrain the panel from investigating the crisis in the state Assembly.
The lawmaker argued that Amaechi was a party in the crisis the panel had been commissioned to investigate.
The lawmaker in his papers said, “That His Excellency, Rotimi Amaechi, the 10th respondent and his government represented by the 11th respondent, instigated the crisis and supervised the execution of said crisis, which he now purports to inquire into by the instrumentality of a Commission of Inquiry selected, appointed and inaugurated by him, that is, the so-called judicial commission of inquiry comprised the 1st set of respondents.
“An order of injunction restraining the 2nd set of respondents from receiving any report from the 1st set of respondents, or in any manner whatsoever implementing or putting into use any report, findings or opinion tendered by or submitted by the 1st set of respondents in their capacity as a Judicial Commission of inquiry or under any guise whatsoever.”
The presiding judge, Justice Iyayi Lamikanra, fixed Friday for ruling on the matter
