Osun Governorship Election Will Be The Best - Jega
The National Chairman of the Independent National Electoral Commission (INEC), Prof. Attahiru Jega, yesterday said his commission was determined and committed to make the forthcoming governorship election in the state the best in recent times.
The INEC Chairman made the remark in Osogbo at a stakeholders meeting organised by the commission in preparedness for the August 9, governorship election in the state.
Jega noted that INEC, under his leadership, was determined to keep on improving the electoral process, stressing that even with the last Anambra State gubernatorial election, his team had learnt a number of lessons which would not be repeated any longer.
He then assured the stakeholders which comprise political parties, civil societies, traditional rulers, media and security agencies that the commission would be firm, unbiased, non-partisan and create a level-playing ground for all the contestants.
Jega stressed that voters’ verification exercise would hold for three days between March 7 and 9 in all the polling units in the state while continuous voters’ registration would also take place for six days from March 12 to 17.
According to him, these are steps to enable registered voters check their names in the voters’ register during the period so that those whose names are not in the voters register would be captured while those who are now 18 years are registered.
In his contribution, the state Resident Electoral Commissioner (REC), Mr. Rufus Akeju, said his office was set for the election, stressing that the commission would continue to leverage on the inter-agency security committee to ensure zero level violence during elections.
Akeju also vowed that his team would be fair, firm and just.
Present at the event were some national commissioners and directors from INEC, representatives of political parties, traditional rulers, civil societies, market women and top government officials including the state Commissioner for Information and Strategy, Mr. Sunday Akere and his Permanent Secretary, Mr. Olusegun Aduroja.
Breaking News: Obasanjo: Amaechi’s K-leg Has Been Straightened
Former President Olusegun Obasanjo has said he has no regrets declaring that Rivers State Governor, Chibuike Amaechi, was unfit to be governor in 2007.
He said he accepts full responsibility for his decision but added that with Amaechi’s victory at the Supreme Court, his (Amaechi’s) K-leg had been straightened.
Obasanjo spoke yesterday at the Ambassador Nne Kurubo Model Secondary School, Ebubu-Eleme, Rivers State while inaugurating projects executed by Amaechi in the state.
Recalling the incident in 2007 when he, as president, unexpectedly refused to give Amaechi the Peoples Democratic Party (PDP) ticket, despite his winning the primary to contest the governorship in Rivers State because his case had K-leg, Obasanjo said: “I believe that as a leader, when I have something that requires action, that action must be taken, otherwise I am not a worthy leader.
“A report came about him, which indicated K-leg, and I said yes, there is a K-leg and as a result of the K-leg, he could not continue. But Rotimi (Amaechi) did what was required in a democratic dispensation; he went to court to straighten the K-leg.
“I was one of those, who when he (Amaechi) got the judgment or the verdict, found it awkward. I did not voice it out publicly, but I found it awkward; awkward in the sense that how can a man who has not contested an election; a man who has not been voted for be declared the governor?
“But I mused about it knowing that people went to a higher court. I think he (Amaechi) took it to the Supreme Court and in the Supreme Court, he won.”
He said the Supreme Court verdict had cleared all doubts about Amaechi’s eligibility.
“As far as I am concerned, that is the end of the K-leg. If anybody is not satisfied after that, he has to wait for the judgment of the Supreme Being up there.
“So the K-leg has been straightened; not only that, after his first term, he contested and won with a landslide. Then, what K-leg are you talking about again? Well that is that about K-leg,” he said.
He commended Amaechi for his courage to challenge the decision of the party against his candidacy in 2007, adding that he (Obasanjo) accepts full responsibility for the decision.
He said: “I want to acknowledge your courage. I phoned the governor; I hope he will remember and I said: ‘Governor Amaechi, don’t take anything against your predecessor, because whatever decision was taken about you, hold me responsible, not your predecessor because I was the overall person in charge.’
“So if anything had been done because I took a decision that I believed was right, I have no apologies. This is because I don’t take decisions lightly. When I have to take decisions; some that I find very important, I fast and pray before I take them. I ask for God’s guidance and direction.”
Explaining the reason for his visit, which drew the flak of the state chapter of the PDP, Obasanjo said in his characteristic manner, “I am here to see development, to acknowledge development. So far, I have seen a bit. We still have time to go and whatever I see, when I earmark, I eye-mark, I mouth-mark. So far, I have earmarked, I have eye-marked and I am trying now to mouth-mark.”
Obasanjo also replied critics who said he should not visit the state because Amaechi had renamed a road named after him (Obasanjo).
His words: “Some people have also said why should you come here? When Amaechi became governor, one road named after me was cancelled. I don’t work so that people can name road after me; I work so that I can be what God wants me to be.
“But if for any reason, anybody decides to name anything after me, good luck to him. But I want to be remembered; I want my name to be written in the hearts and mind of Nigerians and people all over the world; not necessarily on a road.
“Well, if he (Amaechi) said the road should not be named after me, what is the quarrel? Why should I quarrel with that? If in the course of that, they invite me and I did not come, that will mean I am petty, I am mean and I don’t deserve to be honoured.
“Of course, Rotimi, with all due respect, there must be something you must learn from me. If I am petty and mean, then there is nothing you can learn from me. I must show without being immodest that I am older and more experienced and if experience goes with wisdom, I am wiser.”
On the model school, which he inaugurated after his address, Obasanjo said: “Without prejudice, this will compare favourably with any multipurpose hall of any tertiary institution in this country or even anywhere in the world.
“The point is this: if we want leaders of tomorrow; those who will be leaders with ideas, who will have no ghetto mentality, you must train them not within a ghetto, but within an environment like this.”
He however called for the establishment of more schools of the same standard in the state.
“We have a problem though; if you have only 24 of this, it is not enough for the state because we will have the problem of selection, competition and then it will be whose child will not be in a school like this? That becomes a problem.
“I guess when the problem arises, those here after you (Amaechi) will be able to solve it. Maybe you will be working towards how it will be solved before you leave,” the former president advised.
Obasanjo also expressed satisfaction with the achievements of Amaechi, but advised that politics should be played with principle, adding, “I feel proud that by association, I am part of the work you are doing in the area of infrastructure development, particularly road transportation infrastructure.”
At another event, Obasanjo described the late playwright and social critic, Ken Saro Wiwa, as one of those who laid down their lives for the enthronement of democracy in the country.
The former president spoke when he inaugurated former Stadium Road, which was renamed Ken Saro Wiwa Road by Amaechi.
Obasanjo said: “Where we are today in our democracy, we should remember that we did not just get there without some people paying the supreme sacrifice. Ken Saro Wiwa was one of those who paid the ultimate sacrifice for democracy in this country.”
He called on Nigerians to protect the nation’s democracy and honour those who fought for it.
Earlier, Amaechi had explained that he brought the former president to showcase to him what he had achieved in the past seven years, adding that Obasanjo was “a good leader” that Nigerians believed so much in.
Amaechi revealed that he got the idea of the model school from Achimota in Ghana when he was in exile in that country, stating that out of the 27 of such schools expected to be built by his administration, seven had been completed so far.
But in reaction to Obasanjo’s visit, the Rivers State chapter of the PDP accused the former president of double standard by coming to inaugurate the projects of a man he once denied the party’s ticket because of corruption.
The party, in a statement signed by the Special Adviser, Media to the state Chairman, Jerry Needam, said the people of Rivers State deserved to know the outcome of those charges and investigations and why the former president suddenly swallowed his words to honour the invitation of a man he so much vilified and caused the anti-graft agencies to pursue on account of corruption.
“Failure to oblige this request the people of Rivers State will be left with no other option than to conclude that he (Obasanjo) has either compromised his acclaimed hard stance against corruption in high places or worse still, is playing politics with the entire Rivers people notwithstanding the after effects,” the party said.
The statement added: “The party insists that issues that border on corruption and mismanagement of state resources are such serious matters that cannot be wished away by political bravado associated with projects commissioning, let alone by Gov. Amaechi’s direct accuser, ex-President Olusegun Obasanjo, stressing that unless the issue of K-leg is explained to the people, neither Obasanjo nor Amaechi will be taken seriously by Rivers people.”
President Jonathan Appoints Gen Jones Arogbofa (Rtd) As New Chief of Staff
President Goodluck Ebele Jonathan has appointed Brig.-Gen Jones Oladehinde Arogbofa as his new Chief Of Staff.
Brig-Gen. Arogbofa, a retired Officer of the Signals Corps of the Nigerian Army, takes over from Chief Mike Oghiadomhe who resigned last week.
The new Chief of Staff to the President was born on November 10, 1952. He hails from the Akoko South West Local Government Area of Ondo State.
In addition to administrative capabilities and experience garnered from a distinguished career in the Nigerian Army, Brig.-Gen Arogbofa brings an impressive array of academic qualifications to his new job.
They include a Diploma in Communications Engineering from the Rochester Institute of Technology, USA, a Bachelor of Sciences Degree in Electrical Engineering and a Master of Sciences Degree in Electrical Engineering from the University of Alabama, USA and a Masters Degree in Military Arts and Science from the United States Command and General Staff College, Fort Leavenworth, Kansas.
The new Chief of Staff holds several military honours and awards including Mss, Fss, Fsc and Fwc and is also a member of the Nigerian Society of Engineers.
His appointment is with immediate effect and he has taken up his new post at the Presidential Villa.

SSS Invites Asari Dokubo For Chat
Nigeria’s Niger Delta former militant and leader of Niger Delta Peoples Volunteer Force, Mujahideen Asari-Dokubo, on Thursday voluntarily honoured an invitation by Nigeria’s secret police, the Department of State Security Services.
He was invited to clear the air over the inciting comments he has been making about the 2015 elections.

His invitation by the DSS, observers said, followed criticism of the agency that it often acted in a knee-jerk manner to arrest opposition elements critical of the Jonathan administration, while looking the other way, when the ‘president’s friends’, make incendiary statements.
Dokubo told journalists as he was about to go into the expansive headquarters of the secret police this morning that he was invited by the DSS and did not know if he will be arrested. The Niger Delta militant however said he is not afraid of arrest as he has been arrested 73 times before.
He was still at the office of the DSS as at the time of writing this story.
DSS has been under pressure to arrest the NDPVF leader following his recent assertions in newspaper interview that the current insecurity and tension in the country would be a child’s play if President Jonathan fails to win the 2015 election, even if the contest is free and fair.
“Jonathan cannot be defeated, they cannot defeat him, they don’t have the right, every part of the country must have equal stake in the presidency of the country,” Asari said in the interview.
He also advised the two main Nigerian political parties, the opposition All Progressives Congress and the ruling Peoples Democratic Party to ensure that they pick their presidential candidates for the 2015 election from the South-south region where the President hails from.
According to him, Jonathan must be allowed to rule for eight years. “If it is war the North wants, we are ready for them because Jonathan must complete the mandatory constitutionally allowable two terms of eight years.
“At home, we have regrouped and we have put our people at alert. In less than one hour, the way we would strike, the world will be shocked. If anybody does anything against Jonathan, we will retaliate. What we will do will shock the whole world. We will cripple the economy of the country not only in the creeks, but also on the nation’s territorial waters, no vessel will be allowed to enter Nigeria’s territorial waters,” said Dokubo.
There have been calls for the arrest of the warlord following the interview and in view of the secret police recently grilling of Nasir el-Rufai, former Minister of Federal Capital Territory over a statement the Service deemed to be inciting. DSS had invited and briefly detained el-Rufai, Deputy National Secretary of APC over the statement.
In a statement issued on Tuesday, APC described as reckless, irresponsible and totally condemnable the threat by Mujahedeen Asari-Dokubo to levy war against Nigeria even if President Goodluck Jonathan is defeated even in a free and fair election in 2015.
The opposition party therefore called for the arrest of the NDPVF leader. ”There is no better test of the fairness, non-partisanship and professionalism of the SSS than this Asari-Dokubo’s threat to levy war on his own country. If Asari-Dokubo is not above the laws of the land, he must be hauled before the SSS, just like the service did to our Deputy National Secretary, to explain his statement,” APC said in a statement signed by its National Publicity Secretary, Alhaji Lai Mohammed.

Terrorists Kill Pastor, 10 Worshippers - By The Citizen
Barely a week after unknown gunmen struck in a Catholic Church in Chakawa village in Madagali local government area of Adamawa State, killing over 35 persons, another community in the local government has been attacked by suspected terrorists who killed a pastor and 10 members of his congregation.
The latest attack occurred on Friday night when gunmen attacked the EYN Church at Sabo Gari Gemadai Ward in Gulak, the local government headquarters.
The Chairman of the local government, Mr. Ularamu Maina, who confirmed the attack, disclosed that the pastor in-charge of the church was among those killed during the attack. According to him, the attackers, in their large number, at about 8.30 pm, stormed the church where worshippers were undergoing night vigil.
'On entering the church, the attackers started shooting sporadically killing many people, including the pastor', Maina stated.
'The attack left the town in confusion as people ran helter skelter even as the attackers continued to unleash terror and wanton killings'.
The attack came hours after the Speaker of the Adamawa State House of Assembly, Ahmadu Fintiri, visited Chakawa village, venue of last Sunday attack, where he sympathized with the people and donated relief materials.
The Speaker, while fielding questions from newsmen, called on the Federal Government to deploy more troops to the area to enable them cover all the nooks and crannies in the mountainous terrain.
He observed that the state of emergency presently operating in the state only covers the highways, leaving rural dwellers at the mercy of attackers.
Fintiri warned that unless urgent measures are adopted by the authorities, the people of Madagali local government, which shares common border with Borno State, might migrate enmasse.
Apart from the terror attacks, the local government has, of recent, become a hot political bed in Adamawa State as the deputy governor, Bala James Ngillari, Special Adviser on Political Affairs to Mr. President, Alhaji Ahmed Gulak, and the House Speaker, Ahmadu Fintiri, hail from the local government and belong to different political groups. - By The Citizen
Obasanjo, Buhari Absent From Nigeria's Council of State Meeting
The National Council of State meeting held for about six hours on Tuesday.
The council deliberated on the planned centenary celebrations, the National Conference, and the security situation of the country, according to sources.
Two notable absentees at council meeting were former Nigerian leaders, Olusegun Obasanjo and Muhammadu Buhari.
Although it was not immediately known why they were absent, but there have been no love lust between the presidency and the duo.
Buhari is a leader of the opposition All Progressives Congress and contested against the president in 2011.
Obasanjo, who played a key role in the emergence of Jonathan as president, has turned an avid critic of the incumbent administration.
He is believed to be rooting for a power shift back to North.
He is still a member of the president's Peoples Democratic Party, PDP. The Council also urged politicians to guard their utterances and not heat up the polity.
The Council of State, which is the highest constitutional advisory body in Nigeria, is chaired by the President.
Other members of the council are all past Presidents and Heads of States, past Chief Justices of the Federation, the 36 state governors, and the leadership of the National Assembly.
Fielding questions from journalists after the meeting, the Benue State Governor, Gabriel Suswam, said the president briefed the council on the National Conference and a lot of contributions were made by the members.
'The president briefed us about a lot of things including the impending conference that is coming up. There were a lot of contributions and the council approved it,' he said.
Mr. Suswam said the National Security Adviser, Sambo Dasuki, also briefed the council on the 'general security situation in the country which all members of the council contributed as to the way forward and the decisions that will be taken to address some of the security issues that are affecting the country and then we concluded'.
According to him, Mr. Dasuki said that some of the 'unguarded statements by some prominent Nigerians are capable of inciting people; that we should be careful as major actors in the polity to avoid making some unguarded utterances that could unwittingly incite the generality of Nigerians.'
'The council took note of that and agreed that people should be more careful about what they say as public office holders,' the Benue governor added.
The council also approved the list of chairman and new members of the National Population Commission.
Also speaking on the meeting, the Imo State Governor, Rochas Okorocha told journalists that the Council deliberated on new strategies on how to move the nation forward.
'We have to adopt some new strategies on how to move the nation forward. Politicians have also been warned against unguarded utterances so as not to heat up the polity. The meeting has helped to resolve a lot of issues.
'We have to adopt some new strategies for tackling security issues in the country,' he said.
Mr. Okorocha also said that although his party, the All Progressives Congress, APC, had not taken a decision on whether or not to attend the National Conference, the party's governors that attended the Council meeting supported the confab.
'We discussed national conference which we see as a welcome development. The Conference is a good development and discussions were not along party lines.
'Yes APC has not taken a position on whether to participate or not but this is not about party position, it is a matter that affects the whole country,' he said.
The APC had opposed the convocation of the Conference, questioning its timing and motive. Since the modalities were released, however, the party, which like four others is entitled to nominate participants at the conference, has not stated whether or not it would attend.
Mr. Okorocha, however, stated that Imo State would send its delegation to the conference.
'As a state, we will send a delegation to the conference,' he said.

Governors present at the meeting include those of Osun, Kaduna, Lagos, Ebonyi, Enugu, Cross River, Imo, Sokoto, Gombe, Niger, Jigawa, Ekiti, Taraba, Ogun, Niger, Akwa Ibom, Ondo, Abia, Nasarawa, Kano deputy governor, and Borno deputy governor.

The council deliberated on the planned centenary celebrations, the National Conference, and the security situation of the country, according to sources.
Two notable absentees at council meeting were former Nigerian leaders, Olusegun Obasanjo and Muhammadu Buhari.
Although it was not immediately known why they were absent, but there have been no love lust between the presidency and the duo.
Buhari is a leader of the opposition All Progressives Congress and contested against the president in 2011.
Obasanjo, who played a key role in the emergence of Jonathan as president, has turned an avid critic of the incumbent administration.
He is believed to be rooting for a power shift back to North.
He is still a member of the president's Peoples Democratic Party, PDP. The Council also urged politicians to guard their utterances and not heat up the polity.
The Council of State, which is the highest constitutional advisory body in Nigeria, is chaired by the President.
Other members of the council are all past Presidents and Heads of States, past Chief Justices of the Federation, the 36 state governors, and the leadership of the National Assembly.
Fielding questions from journalists after the meeting, the Benue State Governor, Gabriel Suswam, said the president briefed the council on the National Conference and a lot of contributions were made by the members.
'The president briefed us about a lot of things including the impending conference that is coming up. There were a lot of contributions and the council approved it,' he said.
Mr. Suswam said the National Security Adviser, Sambo Dasuki, also briefed the council on the 'general security situation in the country which all members of the council contributed as to the way forward and the decisions that will be taken to address some of the security issues that are affecting the country and then we concluded'.
According to him, Mr. Dasuki said that some of the 'unguarded statements by some prominent Nigerians are capable of inciting people; that we should be careful as major actors in the polity to avoid making some unguarded utterances that could unwittingly incite the generality of Nigerians.'
'The council took note of that and agreed that people should be more careful about what they say as public office holders,' the Benue governor added.
The council also approved the list of chairman and new members of the National Population Commission.
Also speaking on the meeting, the Imo State Governor, Rochas Okorocha told journalists that the Council deliberated on new strategies on how to move the nation forward.
'We have to adopt some new strategies on how to move the nation forward. Politicians have also been warned against unguarded utterances so as not to heat up the polity. The meeting has helped to resolve a lot of issues.
'We have to adopt some new strategies for tackling security issues in the country,' he said.
Mr. Okorocha also said that although his party, the All Progressives Congress, APC, had not taken a decision on whether or not to attend the National Conference, the party's governors that attended the Council meeting supported the confab.
'We discussed national conference which we see as a welcome development. The Conference is a good development and discussions were not along party lines.
'Yes APC has not taken a position on whether to participate or not but this is not about party position, it is a matter that affects the whole country,' he said.
The APC had opposed the convocation of the Conference, questioning its timing and motive. Since the modalities were released, however, the party, which like four others is entitled to nominate participants at the conference, has not stated whether or not it would attend.
Mr. Okorocha, however, stated that Imo State would send its delegation to the conference.
'As a state, we will send a delegation to the conference,' he said.

'Boko Haram' Arrests In Nigeria Stoke 'Profiling' Fears
Kano (Nigeria) (AFP) - Nigeria's Muslims have voiced concern about an apparent increase in religious "profiling" after hundreds of terror-related arrests in the country's Christian-majority south.
Most were later released.
Elsewhere, 84 apprentices were sent back to Katsina State, also in the north, after being held on suspicion of militant links as they undertook a training course in Imo, southeastern Nigeria.
In January 2012, the police in southeastern Enugu State arrested 25 hunters from northwestern Zamfara state on an annual hunting expedition to the forests, holding them for a month.
Again, they were suspected of Boko Haram links after 19 hunting rifles were found.
The insurgency by Boko Haram in Nigeria's north is the country's top security issue, and there are fears in the south that it could spread.
But an apparent rise in suspicions against all Muslims has prompted warnings about splitting the country further along religious and ethnic lines, as well as inter-communal violence.
Solomon Dalung, a law lecturer at the University of Jos in north central Nigeria, said the police and security forces were "profiling... citizens from a particular geo-political region".
Current events were "taking a pattern of pre-civil war indices", he added, drawing parallels with the situation before Nigeria's three-year civil war.
The 1967-70 conflict came after the attempted secession of the mainly Christian Igbo in the southeast and followed religious, ethnic, cultural and economic tensions with northern Hausa Muslim…
Some one million people died in the fighting, mostly from starvation and disease. Mutual suspicions and resentment persist between north and south.
'Dirty politics'
Nigeria goes to the polls next year to elect a new president and parliament, prompting observers to see politics as a factor in the arrests.
Dalung said the arrest and detention of the traders was a deliberate plan to curtail the "expansion of the political frontier" of Rivers State governor Rotimi Amaechi.
Amaechi is locked in a struggle with President Goodluck Jonathan over the spoils of oil revenue and the implementation of federal government programmes in the oil-rich Niger Delta State.
The row prompted Amaechi to defect from the ruling Peoples Democratic Party to the opposition with four northern governors opposed to Jonathan's apparent plan to seek re-election next year.
The governors believe Jonathan has reneged on a promise to serve only one term and that by running again he will break an unwritten party rule to rotate the candidate between north and south.
The arrests are "all intended to intimidate the northern Muslims to whittle down Amaechi's numerical support, which is augmented by the northerners in his state," said security analyst Abdullahi Bawa Wase.
"All you need to qualify as Boko Haram in the (southeast) is to wear a beard and put on a kaftan.
"All this is happening against the backdrop of dirty politics in Nigeria ahead of 2015 elections."
Politics is also believed to have played a part in the arrest of the Katsina apprentices to put pressure on Imo governor Rochas Okorocha.
He represents the main opposition All Progressives Congress (APC) and was educated in the north.
Khalid Aliyu, the secretary-general of the Jama'atu Nasril Islam (JNI) -- the umbrella body of Nigerian Muslims -- said they were tracking the situation with a view to possible legal action.
"Unpopular politicians" were using religious conflict "to sow the seed of discord and disharmony among the citizenry for selfish political motives", he added.
Aliyu and Dalung warned of potentially devastating consequences if the situation continued.
"There are more Igbos in the north than there are Muslim Hausas in the south all together," Aliyu said.
"It could result in a repeat of the events leading to the civil war if the north decides to go for tit-for-tat."
Dalung agreed: "This act of profiling must be stopped immediately because it is a spell that can escalate national confusion within a very short span of time." - By Aminu Abubakar
